Politics of Belize takes place in a framework of a parliamentary representative democratic monarchy, where by Queen Elizabeth II serves as head of state and the prime minister is the head of government, and of a multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and the Parliament of Belize. The party system is dominated by the center-left People's United Party and the center-right United Democratic Party. There have been other small parties that have participated at all levels of governmental elections in the past. Although none of these small political parties have ever won any significant number of seats and/or offices, their challenge has been growing over the years. Constitutional safeguards include freedom of speech, press, worship, movement, and association. The Judiciary is independent of the executive and the legislature. Cabinet Ministers are members of the majority political party in Parliament and usually hold elected seats in the National Assembly concurrently with their Cabinet positions.
